Our Story

Welcome to Forman Consulting Services.

Founded in 2019, Forman Consulting Services is a woman-owned business providing transportation civil engineering design and planning services to clients throughout the Puget Sound. Our services range from specialty designs with limited scope and budget to large, multi-disciplined projects requiring complex coordination and expedited schedules.

Whatever the project type, size, or complexity, we are proactive, engaged, and constantly striving to provide the best service to the agencies and communities we serve.

The firm grew out of a simple conviction: that public infrastructure deserves senior-level attention at every phase. After years inside large national firms, our founder set out to build something more responsive, where the person leading your project is the one doing the work, and clients always know exactly who is accountable.

That conviction still shapes how we work today. We stay close to every project and keep communication direct, pairing technical rigor with the flexibility to move quickly when schedules compress or scopes shift. When a project calls for additional capacity, we draw on a trusted network of specialists and subconsultants, assembling exactly the right expertise without the overhead of a large firm.

Rooted in the Puget Sound, we have a vested interest in the corridors and communities our work serves. From strategy and planning to design and construction, we are here for your project's success.

Forman pairs deep technical engineering leadership with seasoned business and program management, two disciplines that rarely sit at the same table in a larger firm. That combination means the people who set strategy are the same ones accountable for delivery, so nothing gets lost in translation between the preliminary engineering and the construction.

We bring decades of experience across local agencies, transit authorities, and highway programs throughout the Puget Sound, along with the relationships and institutional knowledge that keep complex, multi-jurisdictional projects moving.

Stephanie Forman, PE, PMP

Stephanie serves as a project manager, design manager, and lead civil engineer on transportation design projects. Born and raised in the Seattle suburbs, she now lives in Seattle with her husband Joel, two boys Cameron and Spencer, and pups Cali and Lola. After graduating from the University of Washington, she began her career at a large civil engineering consulting firm, focusing on transportation design solutions centered on Puget Sound mobility improvements. In March of 2019, she founded Forman Consulting Services, where she continues to work on some of the region's most challenging projects.

She offers a wealth of experience in local agency, transit agency, and highway designs, from conceptual to final design of roadways, highways, bus rapid transit, pedestrian, ADA, bicycle facilities, freight, and utility conflict analysis. Stephanie focuses on context-sensitive design that meets the needs of varying stakeholders and multimodal users while balancing its interface with the roadway and adjacent land uses.

Each project is as unique as the client it represents, and Stephanie approaches each one with a fresh perspective, looking for innovative ways to increase cost effectiveness while providing service that exceeds expectations.

Kristi Helmer

Business & Project Operations

Kristi applies her background in engineering and project management to assist in business and project operations. After many years living and working on the west coast and in Europe, she has returned to her roots in Chicago, where she and her husband are raising their three children. After graduating with a degree in Aerospace Engineering from the University of Illinois, she moved to the west coast and began her career serving in the U.S. Air Force as an acquisitions officer on Space Launch systems.

With an engineering background, she worked on the highly technical systems engineering side while developing business experience in government acquisitions and contracting. In 2021, Kristi retired from a 24-year tenure as a Reservist, where she helped to design and grow the U.S. Space Force. She later worked as a systems engineering consultant on government satellite programs, and after pursuing an MBA, honed her business development and program management expertise connecting nonprofit employers of people with disabilities with government set-aside contracts.

Kristi's broad knowledge of technical project management, government acquisitions, and contract management, paired with her business acumen, makes her uniquely able to see transportation projects through, from the requirements and proposal phase to successful completion.
